Axel Bernabe is Assistant Counsel for Health to Governor Andrew M. Cuomo. In this role, he oversees all legal and policy deliberations in the health portfolio and provides strategic counsel to the operations, press, and budget teams in the Executive Chamber and the State Department of Health. As part of his responsibilities, Axel oversees the development and implementation of all medical, hemp, and adult-use cannabis initiatives in the State. Dr. Wagner received his Bachelor of Science degree in Psychobiology from The University of California, Los Angeles in 1986. He then earned a dual Ph.D. degree in Pharmacology and Neuroscience from Michigan State University in 1994. He did his post-doctoral training with Dr. Martin Kelly in the Department of Physiology and Pharmacology at Oregon Health and Science University, where he also landed his first faculty appointment in 1998. Dr. Wagner joined The College of Osteopathic Medicine of the Pacific at Western University of Health Sciences in 2001, and now holds the rank of Professor. His 29 years of graduate and post-graduate experience provide him with the expertise to strategically incorporate principles of neuroendocrinology, neurophysiology, pharmacology and behavior into his current research interests, which center on the synaptic and hormonal determinants underlying the hypothalamic control of energy balance. He is currently funded by the National Institutes of Health to specifically study sex differences in, and hormonal influences on, cannabinoid-mediated regulation of appetite, sex behavior, core body temperature and neurotransmission at proopiomelanocortin synapses. Dr. Wagner has 53 publications in peer-reviewed journals to his credit, many of which have been cited numerous times in the scientific and biomedical literature. He has also served as a mentor to numerous osteopathic medical student research fellows, undergraduate and, most importantly, graduate students in the Master of Science in Biomedical Sciences Program at Western University. His students have won sub-specialty awards for their presentations at the Western Student Medical Research Forum conducted annually in Carmel, CA. Dr. Hollander has served as the principal investigator for a number of federal grants, including the NIH Greater New York Autism Center of Excellence; the NIMH Research Training Grant in Psychopharmacology and Outcomes Research; the DOD CBDV in ASD treatment study; and FDA funded multicenter treatment trials of pediatric body dysmorphic disorder, autism and Prader Willi Syndrome. He was the principal investigator of the autism Clinical Trials Network, and Chair of the eight centers NIH STAART Autism Steering Committee. He is involved in research on the neuropharmacology, neuropsychiatry, functional imaging, and treatment of obsessive-compulsive disorder, impulsive-aggressive disorders, obsessive-compulsive-related disorders such as body dysmorphic disorder, pathological gambling; Prader Willi Syndrome, and autism.
Dr. Hollander has received a Research Scientist Development Award from the National Institute of Mental health to investigate the psychobiology of obsessive-compulsive and related disorders. As a result of her clinical work, Dr. Roberts joined Dr. Jahan Marcu in forming the International Research Center on Cannabis and Mental Health (IRCCMH), a collaborative research institute located in New York that bridges university and community-based projects across the globe on cannabis and mental health. Dr. Roberts is the Chief Executive Officer and Director of Translational Research for IRCCMH, founded in 2017, which has become a recognized objective leader in cannabis research design, education, and consultation.

Mike Hoover, CSM USA retired, is a veteran of nearly 28 years in the United States Army. He began his career as an Army Ranger, in the 3rd Ranger Battalion. Mike then assessed for and was selected to attend the United States Army Special Forces Qualification course. Upon successful completion, he was assigned to the 5th Special Forces Group, (Airborne), where he served on a Special Forces Combat Dive team. In 1991, Mike assessed for and was selected for assignment to an Army Special Mission Unit in Fort Bragg North Carolina, where he spent the rest of his Army career.

Pete is currently a graduate student in the College of Agriculture, Health and Natural Resources studying horticultural sciences where he is continuing to pursue the applied plant sciences.
He’s been fortunate to have a number of rewarding learning experiences throughout his college career at UConn. For example, Pete has worked in Floriculture, one of the university’s greenhouses, as an assistant. He built on this experience this past summer, interning at a commercial greenhouse, called Grower Direct Inc. Working as a grower-in-training, he learned the ropes of the industry, participating in everything from how water crops effectively to controlling pests. Simultaneously, Pete and his research partner received an IDEA Grant to work with their professor, Dr. Mark Brand, in his crop breeding program. Together they worked on the one of the largest collections of Aronia varieties, analyzing the sugar content of each of the plants’ berries. In regards to a different independent study, conducted last fall, Pete hopes that his plant tissue culture project will be accepted and published by a peer-reviewed journal in the coming months. In addition, he has been working on his honor’s thesis related to weed science by using cover crops with special properties to help lower weed pressures in a cropping system. This fall Pete has a new position working with UConn’s Spring Valley Student Farm. Here he will be the research coordinator for the new aquaponics facility.
In his free time, he rows on UConn Men’s Crew team. He is also an avid forager of wild edibles.

For three decades, Steve Hawkins has been at the forefront of the movement to advance criminal justice reform, working to advance civil and human rights as an advocate, policy strategist, nonprofit leader, and foundation executive.
Steve began his career as an attorney with the NAACP Legal Defense Fund challenging racial disparities in the criminal justice system, particularly where the prosecution sought to impose the death penalty on indigent African Americans. He then served as executive director of the National Coalition to Abolish the Death Penalty, where he led a bipartisan campaign to end capital punishment for juveniles, leading to repeal in several conservative states and ultimately a historic victory in the U.S. Supreme Court.
In 2008, Steve was named executive vice president of the NAACP, where he spearheaded efforts to end the New York City police practice of “stop and frisk,” worked with leading corporations to remove obstacles to employment for formerly incarcerated persons, and engaged elected officials to restore voting rights to former felons. He also successfully encouraged the NAACP board of directors to adopt its policy in support of marijuana decriminalization.
Most recently, Steve was the president of the Coalition for Public Safety, the largest national bipartisan effort to reform the justice system at the state and federal levels.
Steve gained invaluable experience in the field of philanthropy as a senior program manager at the JEHT Foundation, where he directed substantial investments of resources into advocacy efforts to end mass incarceration, including groups working to eliminate criminal penalties for marijuana possession and the targeting of communities of color for police drug sweeps.
