David Wenger advises institutional, family office, and HNW investors and business entrants on opportunities in the United States cannabis industry.
David focuses on the policy developments, reforming laws, evolving politics, dynamic local economies, and medical discoveries transforming the industry. He is in regular contact with many industry executives, thought leaders, professionals, and investors.
David wrote the seminal White Paper on the US cannabis industry, “The Green Regulatory Arbitrage: A Case for Investing in US Multi-State Vertically-Integrated Cannabis Companies,” published on New Cannabis Ventures. He has presented on the US cannabis industry at events for banking, private equity, and medical professionals.
In addition to advising on opportunities in the cannabis industry, David practices law with a group of attorneys who have extensive AmLaw 100 and federal clerkship experience, providing transactional and dispute-resolution advice to a host of companies in the cannabis and other emerging industries.
Before his current focus on the US cannabis industry, David advocated for foreign government and corporate clients in high-stakes complex cross-border disputes in US federal courts and international commercial and foreign investment arbitrations for 12 years. He also counseled on structuring international transactions and investments with an eye to mitigating risk and avoiding disputes. David represented clients such as Petrobras, Kingdom of Thailand, Dubai ruler, Afghanistan, Pfizer, PPG, Irving Shipbuilding, Troy University, Oman, Stolt, Citizens Bank, W.P. Carey, and AIG.
David is a member of the National Cannabis Bar Association and New York Cannabis Bar Association. He is frequently quoted in media reports on the industry.
David is also an avid cyclist (60k+ miles, solo cross-continent tours) and a private pilot.
