Jon D. Jacobs serves as Of Counsel to Verdant Law, PLLC in Washington, D.C. in addition to providing consulting and regulatory services to the cannabis industry. His practice focuses on federal environmental compliance matters ranging from internal audits to inspections to enforcement actions. His clients include international and domestic pesticide producers, start-up companies, other law firms, and individuals. Mr. Jacobs is a former senior manager and senior counsel in the United States Environmental Protection Agency’s civil and criminal enforcement programs where he specialized in pesticides and chemical enforcement, sustainability matters, and environmental justice. He also served as a Special Assistant U.S. Attorney with the U.S. Department of Justice. Mr. Jacobs joined EPA in 1987 as the first full-time attorney advisor to EPA’s Office of Administrative Law Judges. In 1989 he became an enforcement attorney in EPA’s Office of Civil Enforcement’s Toxics Litigation Division, was designated a Department of Justice trial attorney, and later served as the Division’s Deputy Director co-managing EPA’s nationwide chemicals and pesticides civil enforcement programs. In 1994 he was selected to be a Branch Chief in the reorganized Toxics and Pesticides Enforcement Division. Prior to entering government service his private practice experience included international taxation at the former Coopers and Lybrand accounting firm (now known as PwC) and BNA, Inc. (now known as Bloomberg BNA). Mr. Jacobs holds a B.A. from Trinity College, a J.D. from the Benjamin N. Cardozo School of Law, and a Masters in Taxation from George Washington University’s National Law Center.
